Major Publishers Are Opting Out of Xbox Disc-to-Digital Program (Sega, Ubisoft, and More)

Microsoft’s Disc-to-Digital initiative was designed to bridge the gap between physical media collectors and a purely digital ecosystem. However, early testing reveals a significant hurdle as several top-tier video game publishers have chosen to keep select major titles out of the program entirely.

The feature allows users to insert a physical Xbox One or Xbox Series X disc into a compatible console to claim a permanent digital license tied to their account. Many praised the system for surprisingly granting digital access to long-delisted titles. But as players raided their physical back catalogs, a frustrating pattern emerged.

Attempting to claim licenses for select physical releases from major publishers like Ubisoft, Square Enix, Bandai Namco, and Sega routinely triggers an error message explicitly stating that the game is not participating in digital licensing.

While Microsoft engineered the platform to convert physical discs into digital licenses, the system relies strictly on publisher approval. Discs for massive franchises like Assassin’s Creed, Elden Ring, and Final Fantasy fail to register, pointing to platform and licensing rights as probable roadblocks.

There are valid financial and legal motives for this hesitation from publishers, including secondary market loopholes, cross-platform access claims, and potential loss of revenue from secondary digital purchases. Microsoft is confident more titles will join the Disc-to-Digital lineup over time, but for now, physical owners should keep their discs nearby if they want to play.
